The method was to remove the correct fuse whilst the jet was in mid flow - then fit the cover the correct way round. On the first attempt I had the cover upside down! If I needed to fix the driver side jet, I may have been able to do it by myself, but it was the passenger side jet, ie the jet which fires first, and I couldn't activate the washer and get round to the fuse box quick enough to catch the jet mid flow.
The option of just pulling the jet up wasn't feasible. Whilst it may be a spring loaded mechanism, it's clearly tightly locked into place when the jet is down. I would suggest forcing it out would break it.
Here's how I did it.
1) Locate the headlamp washer fuse as guided by the manual.
2) Pull the fuse out with pliers and put it half way back in. It needs to be back in far enough that it connects properly without sparking, but loose enough that you can pull it out in a second.
3) Engine on (I don't think the washer jets activate when the engine is off).
4) Make sure the exposed fuse box is shielded from the flecks of water which come up from the headlamp jets. The water was miniscule when I did it, but if the jets angle over the bonnet slightly you might end up with shorted out electrics.
4) Whilst someone waits by the fuse, another person in the car activates the windscreen washer.
5) The jets will come up every 5th windscreen wash. Activate the windscreen washer until they do.
6) As soon as the jet you need is in the upright position, pull the fuse out.
7) The jet will stay upright whilst you fix the cover on. Make sure the cover is the right way up when you fix it on. It just clips into place.

When you're done, put the fuse back in fully and fix the fuse box cover into place.
9) Activate the windscreen washer until the headlamp jets activate, remembering that the engine needs to be on. When its the headlamp jet cycle, the jets will seat themselves back into their housing.
